Cost refers to some form of payment required to play a card or activate an effect. Almost all cards have a cost in the top-right, which represents the number of cookies that must be paid to play it from your hand.

Some cards (such as characters) have abilities which can be activated as a move. The activation cost is given by text preceding a colon. Such costs can only be paid with cards/resources you control, and must be possible to resolve in order to activate them. Note that grabbing and bribing are costs.
