Grabbing a toy is considered an ability.

A normal ability can only be activated by the player whose turn it is, and only during their Build Phase.

An ability with a shooting star (Quick Ability) is considered a Quick Ability, and either player may activate Quick Abilities during the Build Phase or Fight Phase.
